the horse in question is approximitally 5-6 years old and the only time i ever see food is if one of the neighbors throw grass clippings over the fence for it.

ASPCA or your local humane society
if not htem animal control and if you have none of these in your area call the police non emergency number and repot them.
Grass clipping are not suitable food for horses.

Is it thin? Of do you just not see when it is fed? Are yo sure of its age?

If the horse is not thin it is gettingenough food. However, horses ARE grazers and should have access to hay or grass at all times, in my opinion.

Call your local police, sheriff's department, or humane association.

Call the local SPCA or animal control office in your area. It would be listed in the government section of your phone book in the front under animal control. Or you can call 411 to get the listing that way.

Horses are NOT supposed to eat grass clippings. NO. That is not good. Call the ASPCA.

You could call you local vet, and equine vet if there is one near by, and he could tell you who to talk to.

There may be a reason for the way the horse looks, he may just be old. Make the call, but don't jump to conclusions.

Call your local animal shelter. If they can't help then call the police, (not 911, look the number up in the phone book.)

Look in the blue pages of the phone book for city government agencies. Then look up your city, and look for animal control. You can also look up the local SPCA.
