Your question is not clear.You mean the penalty kicks after the game ended in a tie? In that case, the teams keep taking the penalty in the same order they did before, one at a time, until somebody wins. I don't think that ever happened.

After the first 5 penalties they will keep shoting until one of the teams scores and the other misses making the difference.
It's never been the case (not even close) but if after 10 shots the tie remains, they all should retire from soccer and give the fans their money back.
