Cleveland is cool because it is a midsize town with all the amenities and culture of a big city:
Sports
Playhouse Square
Orchestra
Blossom Music Center
Cuyahoga Valley Park
Cleveland Metroparks
Warehouse District
Lakefront amenities (Rock Hall, Science Center, etc.)
Ethnic neighborhoods
Great transportation infrastructure (airport, freeways, light rail, etc.)
Reasonably price housing (especially for a large of a city as it is)
Great suburbs, especially eastside
Great healthcare
Great large companies that are committed to Cleveland
Plus it is literally a gateway between the northeast and the midwest, within a day's drive of all of the big cities in both areas (NY, DC, Chicago, etc.).
Yes, the Flats are lame right now but they are being resurrected. Yes, the economy continues to suffer because it is depending on manufacturing which is getting clobbered by the Chinese, but they continue to diversify. Yes the winters are terrible but at least they have four real seasons.

I think its because not that many people know its cool or know where the cool spots are in town. It keeps traffic light and prices low. Not to mention its low radar reading keeps sleazy tourists and cheezy chain restaurants out. It is a REAL city - raw, edgy, industrious, and underground.
From downtown to University Circle, Ohio City to Coventry, Tremont to Little Italy, Crocker Park to Shaker Square, West End to Cedar Fairmount, Gordon Square to Cedar Lee, and the Warehouse District to Gateway; Cleveland really does rock year round with something for everyone.

Cleveland is a crappy little city whith nothing to do. I see the Flats listed as something fun to do in Cleveland, maybe that was the case 5 years ago. Nothing is there now. The R-N-R Hall of Fame is cool, as an idea, but once they make you leave your cameras at the door and you pass 1,000,000 exibits of bands you hate....well it's kinda' dull after that

Because in the 1970s it went from being a city on the brink of failure to over 25 years later to being a city of success and an All American City. Cleveland has everything for everyone and is a city that is moving forward everyday.

Because no matter what the season, there are things to do outdoors. And that's only one reason Cleveland is so cool.

Because it rocks. Well at least thats what the song says. Other than that you pretty much have the Rock and Roll hall of fame, and the flats.
So maybe its just mediocre.
