The governments who run them "win" and the people who don't have to pay the taxes that the people who buy the lottery tickets do. A tiny number of people who play win the jackpot.

The rich with expensive homes because many states use the lottery to subsidize property tax, schools, and other services so tax payers don't need to. In other words the lottery is another way of the poor supporting the rich. That's why I shake the hand and thank every lower class individual simultaneously buying smokes, liquor, and lottery tickets. Essentially they're helping pay for my home and lakehouse.

Illegal immigrants. the lottery machine take pictures of the people at the counter that uses graphical feature imaging enhancements to determine that an illegal alien is buying the tickets. once they win the govt short changes them 75% of the winnings or threatens to deport them and take it all! Choice is really quite simple

I heard a homeless man in Arizona won millions on a scratch card. He asked a man outside of a store for $1 to buy a bottle of water and the man handed him a scratch card from the Lottery and said good luck. The man scratched it and needless to say he is not homeless any more.

usually people who do not NEED it,because people like us buy a ticket in hopes that it is going to solve all our problems,when in fact it only creates more.
