I sometimes wonder if the lottery is a scam and that nobody actually wins. I've never met anyone who has won the lottery (like the hunder million kind of lottery, not the 50 dollar scratch of BS) and I've met a lot of people. Maybe it is just a scam and the government is banking off of the public's need to gamble. But I'll keep playing, just in case.

The real winners of the lottery are the people who run it and the state government. The big question is Who losses in the lottery ? The losers are the children, many of whom live in poverty, (see today's question from Bono) and have no control over how the money is spent. Once the parent is addicted to the gambling the family/children looses out.
