It depends on what you mean by bad. It's always best to avoid names that are based on pop culture and will fade or sound silly in a few years. When I was making a list of names for my children these were the rules I made myself:

1) Can't rhyme with a body part or be easily made into a derrogatory nickname. In fact, when considering a name I would think of possible insults to that name and see how it stood up.

2) Must be somewhat unique. Come on, do we really need any more boys named Mark, Steve, Brian, Dave, or Michael? How about girls named Ashley, Mary, Madison, or Zoe.

3) Don't spell a traditional name in a weird way trying to make it cool. No matter how hard you try spelling you are just going to end up looking like a fool and embarrassing your kid when he's older when he/she has to explain that either A) you were a moron that had to spell phonetically or B) it just seemed like a good idea at the time to have three "q's" in your name.

I be leave that a lot of people will have different answers to this. Don't do things like Name it Gay if its last name is Dick or Marry if its last name is Christmas.And if the name can be shortened make sure you can live with it cuss that will most likely happen as it grows up!Like the name Jessica can be Jess Jessy or Dillon an be Dill or D changed to Dill-weed .

A bad baby name....how about not naming a baby after your favorite brand of beer. Yes, I met someone who did this.

There are too many to name BUT it's the names that are hard to pronounce and spell or maybe embarrassing when they get in school. I once knew a man Named Harry Ball, I'm not making it up i swear, I knew his daughter Amanda

Obviously names we hear today that aren't popular are names our grandparents might have been given, i.e., Mildred and Matilda come to mind. But that does not mean that some kids today might not have them, they just aren't common. I don't believe that any baby names are bad, just unused for a while until they come back.

Had a student at the high school I worked at named "Placenta." Apparently mom liked the sound of the word. Supposedly there were twins named Syphilis and Gonorrhea, but I can't confirm that myself. Word of mouth on those.
