Remember that computer retailers have targets and quotas to hit, just like any other business. These are most likely monthly, quarterly and yearly. So purchasing at the end of the month, quarter and year should give you the best price. Due to the end of the fiscal year combined with the post-holiday sales promotions, I'd say the end of December would be your best bet.
Or you could just buy it when you need it....

The best time to upgrade you computer to a new computer is when it is Christmas, or when it is Thanksgiving. Then by that time it will be on sale. And another time you can upgrade you computer is when the new computer models are coming out. then the old models will be on sale. And it is cheaper than when it just come out.

Probably right after Christmas, but before the new year is usually a good time to get deals on a lot of stuff. This is because stores don't want to pay taxes on inventory. It works the same with cars and car dealers.

Its kind of tricky to know when. You have to keep track of the companies that make the processors. AMD and IBM and Intel. When one of these comes up with new technology for mass markets it lowers existing product prices and makes the competition do the same.
The holidays are good if you shop on-line, alot of so called PC stores like to rip you off during these times. For example they sell a PC that's worth 900 for 2,700 or more. Try the place I shop at.

It depends if you're looking for cheap price or performance. The lowest prices are anytime besides the start of a school year and Christmas. However, performance is usually towards January.

About 6 -8 months after Intel and AMD make new technology announcements. Then you can get the older processors for cheaper.

that's different. but for this year i bet it will be in october or/and november. the new Intel processors (Merom and Conroe) are scheduled to be released in the 3rd quarter and therefore it's very likely we will see this processors coming in new laptops and desktop computers before christmas. i suppose the manufacturers will then give big rebates on the computers currently offered.
but this doesn't bother me, i want a brandnew one ;-)

Probably around the holidays because the new year always brings new gadgets so they want to sell out all of the old products to let the new come.
