The church parking lot is considered private, not public. Since there may be liability issues, permission should be asked of the church and, because there will have to be a special meeting scheduled for the church to make the decision, be prepared to wait for the answer. Good Luck !

I do not think you should be giving kids driving lessons any time but the church are park is maybe the safest place if you must

Why would you want to give school kids driving lessons? are you not perhaps encouraging some kids to drive without a licence etc.
But apart from that, if the church have no objections I dont see a problem
