Do counties have their own elected executive and legislative officials? Is the executive under the governor?

It depends on the form of government the county forms, however is is common for a county to have a County Executive (the executive branch) and a County Council (the legislative branch). The County Executive does not report to the governor as such; the county is a separate political entity.
