Top predators are bad and they eat children and puppies. Taxpayers/voters don't want their children and puppies being eaten. Politicians want to get re-elected. They probably don't want their children and puppies getting eaten, either.
That's why it is so difficult to even start trying to bring the top carnivores back (wolves, FL panthers, bears, sharks).

because by nature we want to dominate every one and every thing around us - humans , animals, birds ,nature etc , we know that we cant defeat or we dont have means to live alongside such huge predator . So we always feel threatened by its presence . The only alternative is to eliminate it and make our way safe .... this is our bad side poooooooooooooooo .......
