Round to the nearest tenth place 47.983 =50

The rule is if we have to round to the the digit underlined then the digit (d) before ( least significant digit) gets rounded the following way:
0 5 for example 3473.4 rounded to the nearest value position
thousand = 3,000
hundredth = 3,500
tenth = 3,470 and so on.

and this is why round 0.093 [0 after decimal is underlined] = .09

47.983 with 4 underlined is rounded to 50, and
0.093 with 0 right of decimal underlined is rounded to 0.1

The easy way to do it by computer is this:
(a) create a new number, replacing ALL digits from the left up to and including the underlined one with zero, others to the right of underlined left "as is"
(b) add the old number and the new
(c) cut off everything to the right of where the underline was (substituting 0 if left of decimal, blank if right of decimal).

So with 47.983 we get the following:
(a) new number = 07.983
(b) sum = 55.966
(c) result = 50

With 0.093 we get the following:
(a) new number = 0.093
(b) sum = 0.186
(c) result = 0.1
