If you put eyeliner (liquid) on your lower lid you will look like you are goth.
If that isn't the look you are after then you should apply it close to the lash line, narrow at the inner corner, widen over the outer half of the iris to the outer corner. This makes your eye appear more open and exotic.
If you are choosing pencil for liner, you can apply it at the lash line on both lids but not too darkly and smudge it for a softer look.
As far as shadow goes, depending on your eye shape (there are good resources on the web and the packages) generally the darkest color is applied in the crease of the lid,the medium tone on the lid, the lightest tone up to the brow and in the inner corner. BLEND all and use a set of good brushes not the sponge applicators. You will be much happier with the results. Hope this helps!
One more tip- apply your mascara and sweep the lashes to the outer edge of your eye. This gives you a really beautiful eye. Emphasize the outer lashes.

For eye liner, apply it onto your bottom lid. Just pull it forward and draw a line along the lid. For the top, i don't do anything, all i do is put a bit on the edges. For eye shadow apply a light shade then apply a darker shade. Once you've done that take teh applicator or your finger (finger works better) and rub it around a bit so that they mix into eachother a bit. Once you've done that apply a bit of the lighter color over the lid and your ready to go. I hope this made sense...it's hard to explain this over the computer. Good luck!
I don't agree with the person above me about looking goth when you apply it on the lower lid...thats what proffesionals do. I wear it that way and i don't look goth...it brings out my eyes...it looks great.

Ok.

Shadow:
Put shadow on first. Put the color that matches your outfit on the part of your lid that is nearest your eye. Then put a lighter, paler color on the crease, or brown, depending on the season. Do this really really light until you get it down. Then put a very light color (silver or white or cream) under your eyebrow.

If that looks good, then it's time for the eyeliner. I use a liquid.

Eyeliner:
With liquid eyeliner, steady yourself. I put my elbow on the mirror so I don't shake at all. Put the eyeliner on as straight as you can, following the shape of your eyelashes, right above your eyelashes and as close as you can to them. Try black first or brown and see what colors of eyeliner you like.

After you get the eyeliner on both eyes right so that it looks exactly the same on both eyes (practice), then it's time for mascara.

I use curling mascara so I don't have to use the eyelash curler anymore. Put that on, let it dry, and put on another coat until your lashes are full and stunning.

If you need something under your eyes to make them look smaller or darker, just put a SOOO subtle liner on the bottom corners of your eye, right on the lash line. For this part, a pencil eyeliner works very well.

Ok... here's what I use and do:

Mary Kate and Ashley black liquid eyeliner (Wal Mart)
Three shades (one dark, One medium, one off white or cream colored) of dry/powder (not wet) eyeshadow
Contouring brush (can get inexpensive ones at wal mart - mine is MAC)

1. Apply the lightest color under your eyebrows to the crease of your eye
2. Using the countouring brush, use the darkest shade and using sweeping (like windshield wipers) motions put it in the crease and sweep it out towards your temple (not all the way to your temple, just to the outer edge of your eye)
3. Then use the medium color for your lid.

Using the liner:
Get all of the excess off the applicator
Starting at the lid, begin at the outside of your eye and make a line to the center (as close to your lashes as possible) - don't go all the way, this makes your eyes look smaller.
Now, on the bottom, do the same, only going half way... this makes your eyes appear bigger.
Ok... first

Eyeliner - above the upper lash line
below the lower lash line
and blend if using pencil liner

Eyeshadow - medium or base color on lid
- darkest shade along the crease, blend into base - don't leave a dark gash in the middle of your eye
- lightest shade should highlight below browbone

and for mascara roll the brush upward in your fingers while moving the brush slightly from side to side

There are a lot of ways to do it depending on the shape of your eyes and what look you are aiming for.

Your best bet is to buy some fashion magazines and experiment. That's how I learned and how I stay current on the newest trends.

What looks great on one women in one setting may be all wrong for another. For example, lining the entire eye (top and bottom) can make small, close set eyes look smaller, but looks amazing on a young woman with larger eyes.

So experimenting is really the way to go and can be a fun way to spend an afternoon.

You can also into the department stores and they'll make you up for free hoping you'll buy their stuff. It's one more way to try something new.

Have fun with it!

Apply the eyeliner above your upper lashes.. and Above your lower lashes too. but you can only wear it only above the top lashes. YOu can blend three colors of eye shadow that or two. If you use three.. Put the darker color over the bottom and then a medium shade in the crease and then a lighter color on the top.

dont use eyeliner if you have small eyes. But if you have larger eyes, first hold your hand steady. You dont have to press that hard. Then try to draw a line following the roots of your eyelashes. Do the top or bottom. Some people only do the bottom but i prefer to do both. To put on eyeshadow, use a medium color on your lid, then a darker color on your crease, and then a lighter color on your brow bonw (but not on your eye brow) Hope this helps:)
