if time is constant why are we making adjustments,,, and where does the extra time go ?

It's adjusted by the secondary and tertiary rules:

Years divisible by 4 are leap years,
unless they're divisible by 100, then they're not leap years,
unless they're divisible by 400, then they are leap years.

It isn't actually as simple as 1 extra day every four years. Every 100th year is also a multiple of 4, but on those years we don't have the extra day. That makes up for it mostly, but it's still not exact, so every 400 years, there is a leap year. For example, 1900 wasn't a leap year, 2000 was, 2100 will not be, neither will 2200 or 2300, but 2400 will be a leap year... if anyone's still around to count it.

It's made up in the fact that of years ending in 00, only those divisible by 400 are leap years.

So, 1900 and 2100 will not be leap years, but 2000 was.

Our calculations of time do not coincide perfectly with how the earth rotates and revolves around the sun. Every day, there is a small variance in the amount of time between the actual day/night cycle and our 24 hour cycle.

You know, the Mayans didn't have this problem. Their calendar had no leap year concept.

the Earth doesnt make a rotation every 24 hours its every 23.56 hours which gives us leap year
