Web Sites--Image galleries?

I am creating a web site using Microsoft Publisher. I need to make an image gallery, to show thumbnails of pictures and allow you to click on them to enlarge the image. It is taking entirely too long to insert each individual picture. Is there some other way--maybe some program that I can use to properly do this? Some way that will definitely shorten the process?

To do it dynamically you won't be able to use Publisher. The only way to automagically insert a list of images into a page gallery style is back end (or very nasty ugly javascript).
