im Colombian (to the guy up there, it's spelled with an o not a u, i dunno why people keep spelling it that way) and its not her vocal tone, she just makes her voice that way, she can sing without making her voice sound like that, she just chooses to, why? i dont know, i guess she wanted to be unique.

Her vocal tone might be strange to for example, Mariah Carey's because of the accents. Mariah has your regular American accent, but Shakira is from Columbia, so she has a Columbian accent. That means that her high tones might sound more, rough and strange. But to her and Columbians, it sounds normal, and someone liek Mariah Carey's voice would be strange to Columbians.

i personally love, Love, LOVE shakira's voice and music but my boyfriend starts to baaa like a sheep whenever she comes on the radio.

She has a beautiful and unique voice the accent is hot!! She has the voice of an angel!

they put her voice through a lot of digital effects, to make it sound like she can actually sing. If you were to hear her without the effects it would sound pretty flat and boring.
