No, poverty can't be solved. The war on poverty is the same as the war on drugs, the war on illiteracy, the war on terror, etc... You can't have a war on an intangible. Someone will always be poor, someone will always be illiterate, someone will always feel angry and helpless enough to use terror as a tactic.
