it will depend on the kind of wedding you are planning to have.. if it's a simple wedding or a grand one, the church, the reception, and the entourage..
simple weddings: could range between PHP 50K to 100K, PHP 150K to 300K
grand weddings (en grande): anywhere between PHP 300K to 500K, 500K - 1M.
peso/dollar exchange rate: PHP 53 to USD 1.00

The paper work will cost about 1500 dollars and lots of running around before and after the wedding. every little bureaucrat has to get something out of the deal.
A small wedding you are going to feed 300 people. Yep, the groom pays every penny of everything. The saying and the mentality is this " You love my dog, you feed my clan " That is going to cost about 2000 dollars. Photos, a requirement for legal documentation that you are married, about another $ 500. Clothes for the family and decorations and other stuff , maybe another $ 1000.
So for a modest wedding you can do it for $ 5000 US. If you use a Wedding Planner you can figure on at least twice this much !

It's really sick but that's the culture, groom pays for everything!

whatever you spend you will be asked to spend more. you are trying to plan a budget. there are no such things as budgets in the philippines!! you pay until you run out of money.

Phils is the wedding capital of Asia, with a variety of choices from the church, gowns, invites, decors, photos & videos, souvenirs, reception, and honeymoon among others. Minimum charges range from the church fees from p1,500+ while for the reception from p250+/plate.

i suggest you get a wedding planner so she can arrange your wedding and the budget you are willing to spend
