Davy Jones is said to be a sort of demon (for lack of a better word) that rules over the evil creatures of the ocean. His "locker" is the ocean.
There are several theories as to where the name came from, amongst them that "Davy" is a bastardization of "Devil" and that "Jones" comes from "Jonah" (noted for his infamous encounter with a whale)

It is the bottom of the Sea where when Pirates have to walk off the plank and that sort of thing they sink down there. In Pirates of the Caribbean 2 they call it Dead Man's Chest because whatver they are after is on Davy Jone's Chest.
