it has a pcmcia card slot just like my notebook,is that to link up or to upgrade?

If the TV decodes Freeview the PCMIA slot may be available for an upgrade card so that a Top Up TV subscriber card could be used. (This answer assumes you are in the UK)
If you don't have the manual or it doesn't provide any more info see if the manufacturer's web site has anything that helps.
