She is about my age...which still in development and is 16 years old...so does anyone have any ideas or knowledge on this?

Um, are you the one that's wondering or she the one that's curious? Because if you're the only one that cares about it that isn't cool. I have small breasts as well, and all I can say is, push up bras with padding. Well, actually I've given up and now appreciate my small breasts. According to Maxim, a girl's breasts are fine as long her stomach doesn't stick out further than her boobs. I'm with that.

Give her confidence that she is good how she is right now. Growing takes time and good health - healthy eating, exercise, enough sleep, and no drugs. Good posture is important. she has to feel confident to feel comfortable with that. If you are already physical with her (please go slowly) you can love her breasts to death. If she likes it and she wants you to... Adore them, caress them, kiss them all over, suck, lick all around and up and down and then suck and caress more. Have fun, Play with them, appreciate their firmness and perkiness - When you are older you will wish for that again. Put massage oil on them and smile at their beauty.
I do think that sucking and fingering the nipples stimulates the hormones and would be they best way to stimulate growth.

Here's an idea, except your girlfriend for who she is and what her body is. I wish your girlfriend was on Yahoo! asking how she can make her boyfriends thingy bigger... maybe a natural solution. Its a bit small for her.
