The most personally empowered ambitious and intelligent people. Also that doesn't make them good, people have all sorts of personal motivations. It doesn't mean they didn't inherit those qualities from there culture family genetics and environment, and where a quality comes from does not change it's effects. and in my opinion all the people aught to run the country, and do it as wisely as possible and they need to find out what tools are being used to manipulate them and what tools they can use to empower themselves to be part of running the country and get there opinions inputted
into the right places to make the changes they want.

Or government is a marketing agency. The products/services that their the industrial lobby wants sold is what congress legislates into law. ie. Anti Smoking. I don't smoke but I love how the tobacco giants were able to get their product on a list of forbidden fruit. Now they can sell fewer cigarettes for 10 times as much $$$$
Watch for the pharmaceutical giants to demand that tax payers foot the bill for world aids medicine.
Or government is run by marketing incentives.
