First the change already happened. Stern announced that the division winners automatically get a top four ranking in the playoff, but that if the the next best team who didn't win their division (like the Mavericks this season) had a higher record than a team that did win their division, they'd be ranked higher (just the top four, though).
Anyway, here's how I'd rank the conferences:
Eastern Confrence:
(by the way, you forgot #12 in the east and left out the Toronto Raptors)
1. Detroit Pistons - Big Ben was crucial to this team, but it's not like Nazr Mohammed is a bad player. In fact, their offense will be better this season because you can't leave Mohammed alone like you can Ben. Still, losing Big Ben really hurts their defensive foundation. Thank God the east is weak.
2. Cleveland Cavs - I think the Cavs will be fired up. And, if Larry Hughes is healthy it would help them immensely since he would take defensive pressure off James. That being said, with this roster I don't see them being title contenders. They need to make some adjustments.
3. Miami - The Heat don't have many years left with this roster. They won't have the best record because Shaq plays half-assed during the regular season. But, the eastern conference is weak and they'll be good enough to snooze toward the top during the season.
4. New Jersey - Kidd's getting old and even though they have a great perimeter, they haven't made enough moves to show they're really worthy of moving up past the defending champs who embarrassed them in the playoffs.
5. Chicago - First, I think the Bulls will make another move or two. They're young and their offense leaves much to be desired, but they should be the best defensive team in the league next year with the additions of PJ Brown and Big Ben.
6. Washington - They're said to be close to adding Jamaal Magloire and he'll be in a contract year, which means he might have a big year. Also, the trio of Arenas, Jamison and Butler should make even more noise this year.
7. Milwaukee - They say Magloire is practically gone, but I'm not sure Bogut's ready to test the rigors of the center spot. Still, their lineup isn't bad with the addition of Villanueva.
8. Indiana - They're struggling to find a new identity and Jermaine O'Neal needs some help with Peja's departure.
9. Boston - They're alwasy in the mix. Even if they don't get AI, they'll be talented enough to at least compete for a playoff spot.
10. Toronto - The addition of Nesterovic and Ford with a young up and comer in Bargnani gives Raptor fans something to be excited about again.
11. Charlotte - On paper, they look very good. The question is are they ready to take it to the next level yet?
12. Orlando - They're better than people think and Howard should tear it up again.
13. Atlanta - Acquiring Speedy Claxton was a bigger deal than most realize. Also, Marvin Williams should have a better season.
14. New York - They'll improve a little, since players will at least respond more to Isiah, but despite all the talent they have no balance, no toughness and no heart.
15. Philadelphia - Maybe I'm assuming too much, but they say Iverson is all but gone and if he's not gone by the start of the season he will be by the All Star break. I think he might end up not caring if they continue to drag him around so much.
Western Conference:
1.Phoenix - If Amare comes back, they should get the best record.
2. Dallas - Trading Daniels for Croshere was minor, but will help.
3. San Antonio - Duncan's coming off a GREAT playoffs, Ginobili should be healthy again, the backcourt is still young and they're still one of the depest teams in the league. They WILL find a new center, but even if they don't they won't slide past here.
4. Sacramento - Artest has completely turned that team around. Wells is likely gone, but they're still solid up and down.
5. LA Clippers - Cassell has a way of making everyone around him better. I say they'll re-sign him.
6. Memphis - They're always solid during the season but choke during the playoffs. They'll be in the mix again, but expect another first round loss.
7. Utah - Health is a major concern. So is perimeter scoring. The addition of Derek Fisher should give them a boost.
8. Houston - If healthy...or more specifically, if T-Mac and Yao are completely healthy, they're a playoff team. That's a big if though.
9. New Orleans - They've vastly improved this offseason. Acquired a young center in Chandler, two nice draft picks, Peja and Chris Paul should improve.
10. LA Lakers - Kobe showed he could lead this crappy lineup to the playoffs and Radmanovic's shooting will help create mismatches.
11. Denver - Signing Nene to such a huge contract will really hurt them in the long run. They're stuck with K-Mart and they are in desperate need of a shooting guard.
12. Seattle - The Sonics will contend for a playoff team if they can keep Wilcox. If not, it might be more difficult. Very young but VERY talented.
13. Golden State - Who knows what's going on with this team? They're one of the top candidates to possibly land Iverson. If they get him they might move up this list quickly.
14. Minnesota - If KG stays, they'll at least be competitive. The West is much better from top to bottom than the east.
15. Portland - This young team got much younger.
I think it'll be the Heat out of the east and either the Suns, Mavs or Spurs out of the west. The West team will win, IMO.

Golden State, New Orleans, and Orlando ar better than u rank them
I'd move utah down to 6 r 7
move the clippers up to 5
Dallas will still beat pheonix
I don't think minnisota can be that bad

purely God knows. As a Chelsea fan i am hoping so.i'd like us to apply our youngstars extra, provide them time truly of shopping for expensive which I assume from Roman.shall we call back Lukaku,McEchran,De Bryune and Piazon.Ake did nicely and he's fullyyt 18.Lukaku hatrick antagonistic to United,De Bryune 8 aims and many assists,Josh become concepts-blowing with Middlesbrough,Piazon is a impressive skills ,the bypass to Ramires interior the 8-0 become international classification.convey them back with adventure of the likes of Lamps then why cant we win.yet all of us understand Mourinho isn't any type of Squad rotation or youngstars possibilities if the likes of Kaka on bench do you assume McEarchran to start up!!!!!!!
