Not without a digital signature. Yes a digital signature can be added. A law was passed several years ago making electronically transferred documents with a digital signature legal documents.

I think it is, as long as you can prove it's from the correct source. It would be pretty hard, unless of course they wrote their' name at the bottom, etc. i do think however that a judge may accapt it as legal evidence, as long as it's significantly relevent.

I think it depends what its about and its legal as in not illegal but I don't think it like belongs to the government
