Joel Gretsch, who plays Tom Baldwin, has the top billing. I would select him as the main star, but it does have something of an ensemble feel to the show.

The NTAC agent guy (oh, what is his name?) and his partner. DId you see the last one? Apparently he is pivotal to everything! Plus, he always has a main role in each episode.
