Is the thrust of your question that there are too many people imprisoned in the US or that there are too few people imprisoned in other parts of the world? Because both arguments could be made fairly easily.
The drug laws and number of people imprisoned because of them are pretty intense here. Remember though, that many people imprisoned for drug offenses are there for a host of other crimes that they committed in pursuit of their drugs.
The prison population per capita in other countries may be drastically lower, but part of that has to do with some countries lax or corrupt police force. Also, in some countries, suspects are simply shot in the head in their homes for perceived crimes, so that helps keep the prison populations down too.

Right or wrong that's the way it is. Would you rather just have people put to death for stealing, murdering and raping? Then only 5% of the prison population would be in the US.. maybe we should adapt Armenian law.. where if you steal, they just cut off your fingers. I think that would be a much more just sentence than putting them in prison, don't you? THe only reason that there are more people in prison in the US is because we want to keep punishment uniform.. instead of cutting off your fingers for stealing.. I think it's better.. besides, if I walked out of a store without paying for something because my kid was screaching in my ear and I forgot about it.. I would much rather spend a night in the slammer than have no fingers.

I find myself confused on this issue. Why are so many people in jail, and at the same time the crime rates are dropping? It just doesn’t make any sense!
