If you mean "who", overall it's Brazil -- they have always had great players and have won the World Cup 5 times. They also have many champions on their current team, including the current best player in the world Ronaldinho.
If you really mean "how", they can't be doing fine right now. They lost to France in the quarterfinals and Ronaldinho let them down.

Argentina plays free flowing football which is beautiful to the eyes but Brazil somehow produces players with spectacular talent on the ball. Italy are the current World Champions and you can never underestimate Portugal especially under Scolari. I personally like England though but I wouldn't be stupid to argue that they are the best. I think you would not have any one country as an out and out favourite (unlike cricket...Australia) But when you talk about the leagues in the specific countries I think England has the best football league coz the intensity as well as the level of soccer in the EPL is amazing.

Much as I hate to show love for those clowns, France is possibly the most successful of late (never mind their 2002 flop); they won the title on their home pitch in '98 and will have that "best country" title on lockdown if they can win their second title in the past three tournaments Sunday against an Italian squad stressed out over the fate of their Serie A scandal...

Brasil: Best at this time
Argentina / Germany / Italy / Spain: Pretty much there..got talent, class and play like a unit
England / Portugal: Got a lot of talent, have to find a way to play like team.
France: Can try but I dont think they got class once Zidane, thuram etc retire

If you mean over the last decade, it has to be between France and Brazil.
If you talk nowadays, I think the 06 finalists both deserves their place, therefore : France and Italy ... I may add Argentina
