I currently have a website where you can sign up to recieve our newsletter but when someone signs up and completes the online form, it just sends me an email with their info and I have to then manually enter it into our ACT database.

My question is: How can I make it so when someone fills out and submits the form, their information is automatically entered into the database?

what back end system are you using to send the email? most back ends can talk to databases if they have access to it.

If you are using PHP, I do a lot of programming in that, give me an IM if you need help.

You can take help of Java Server Pages. If u need further help in the form of books, Documentation, Free softwares u may write to me. I have done plenty of such things. PHP is an old technology.
