Insert the RESTORE or Windows XP disk that came with the computer. REBOOT and DELETE the current partitions during the installation sequence. Then start installing again from SCRATCH.
Good luck

sparrownight gave you the best answer. However, one thing he didn't mention is that you will need to erase the current partition of your hard drive and create a new one in its place, otherwise the installer will warn you that windows is already installed on the machine. Resolving this is really quite simple. During the Windows XP installation process, it will ask you at one point which partition to install the the OS onto. At this point, you will see a list of partitions and be given the option to delete any of them. If your machine is running only Windows XP, you'll most likely just see one partition. Delete it, then choose the option to create a new partition. You'll be asked how much disk space to allocate for it. Just press enter to use the default amount (the entire drive) and then format it as NTFS.

Insert your Windows XP CD. Then when you reboot your computer, follow the directions until you get to the area that asks whether you want to create a partition. It will erase the old partition and reformat the hard drive. Then it will reboot and then start installing Windows XP onto your computer.
If your computer wants to boot from your A:\ drive, which is your floppy drive, then you need to go into the BIOS and change the boot up drive order to boot up from the CD-ROM drive first. To do this, press and hold one of the F keys or the Delete key on your keyboard, when the computer is just beginning to boot. On mine it's the Delete key.
Good luck.

That really depends on the PC, where you got it from and what the seller gave you for an OS disk. Lots of companies love to give out those horrid system restore CDs. If you have one of them just stick it in the PC and reboot, and assuming your machine is set up correctly it should present a menu when it boots from the CD, with the option to restore the system to factory default. If you got a decent system from a custom shop where they actually give you a real OS CD, then you need to first go into your BIOS setup (usually hit the Delete key during bootup), and make sure it is set to try and boot from the CD ROM before the hard disk. There will usually be a screen with a list of options in numerical order, make sure the first boot device is set to CD and the second to Hard Disk. Then save the changes and restart with the OS (windows XP hopefully) CD in the CD ROM. it will boot to a line saying hit any key to boot from CD. Hit any key you want. When it boots to the CD Menu select to setup Windows XP now. Keep going through the menus and eventually you will get to the one that asks which partition to install to. Choose the C: drive partition. Hit enter and confirm that you want to install to this partition then on the next screen tell the PC to format using the NTFS file system. After that it will reformat the drive and you jut need to follow the menu prompts after that to finish reinstalling the OS..

Depends on your operating system. The best way to do this is formatting your computer, but you should first back up all of your important data that you wish to save.
If you are using Windows XP use the below website.

if you have a secondary computer that can read your hard drive. Remove your hard drive and put it in the secondary computer in place of the secondary computers CD-Rom drive. then boot the computer up and open My Computer. There shoud be a list of your hard drives there. Right click on the desired drive and click "format" format it acording to your oporating system. "fat 32 for 98, NTCF for XP" that's one way to do it. another way is to boot the computer up with a boot floppy disk and chose the formating options at least with 98.
