the transfer window closes on august 31st. It then reopens on 1st January but non contracted players who have played no competitive club games can sign at anytime. International qualifiers don't count.

31 August is the end of the summer transfer period.

it closes at the end of august (the 31st) but any players without contracts can still get transfered after that date.
