Nigeria has no government.
It is ruled by America- just like many other dictatorships.
Officially, it stopped being a dictatorship in the late 90's but it is now has an unsure type of government.
A quarter of America's oil comes from Nigeria and, like Iraq, America has put up the 'democracy' that America agrees with.

Nothing new, I worked there about 10 years ago, it was a den of corruption from the top of government to the bottom of the ladder! DASH!! is the magic word (rough translation= back hander or tip)
When I was there it had been decreed by the government that "If we can manufacture it in Nigeria we will not import" this would in theory provide more employment for the people!
That is one of the reasons I was there, to train the local up and coming technicians.
Things certainly didn't work out, so much stuff was being illegally imported that the scheme soon fell flat, who was getting the profit (or DASH) from this dealing?? not the people that's for sure!
I'm not at all certain about the object of your question, but if its just as it reads then my answer remains the same, nothing new is happening with the Nigerian government!

problems with corruption as normal and all the money goes to the north and the oil comes from the south, but they are not getting any benifits from it infra structure hospitals etc etc, hence the recent kidnappings and stuff
