I'd say it's less about breed and more about temperment. Look for something older (mare or gelding, defo NOT a stallion), young horses and children do not mix, you need one that's been there and done that, but as you have asked the question you are presumably no expert yourself. Make sure that you take someone with you who really does know horses and make sure you have the pony vetted. Remember your 8 year old is small, so dont be tempted by a larger horse.

breed never matters. You want to look for something that is kid safe and gentle and easy for anyone to handle. If you plan on letting your child participate in 4-H and in 4-H shows, he needs to also be calm in strange places, trailer load easy, and get along with other horses well. And he needs to be something that you can love. A gelding would be your best option as they tend to fit all of the above criteria easily, where as mares get Equine PMS which can be worse than a human female, and stallions are pretty much out of the question as they think about reproducing a lot. Everything that I have stated here is a generalization. I have worked with mares and stallions that have been sweet as pie and never been mean or anything and geldings that have just been outright horrible. But I would highly highly suggest staying away from a stallion.

Breed doesn't really matter. Just look for a somewhat older horse, mare or gelding, that is well trained, proven as a good childs horse, and friendly. Don't get a young one thinking they will grow up together, that hardly ever works. Just take your time, and you'll find a good one, but as I said, breed doesn't matter. The first horse I ever rode was an arab appaloosa cross. My current horse is a good kids horse and she's a paint, but my last horse was good kid horse too (I got her when I was 10), and she was a thoroughbred. Good luck! :-)

Personally I don't recommend a pony... I've trained horses with my uncle and they can be really mean. Quarter horses are good horses with even temperments just make sure your 8 year old learns how to post when the horse trots or they'll wind up with a really sore butt.

If you do not know anything about horses, you should not get an 8 year old one.

I say it really depends on her riding ability. Personally, me at 8 years I was riding an ill tempered tenesse walking horse. He was horrible but it really helped me learn! I guess it all depends on how good your 8 year old is.
