Mercy has no place in a society of laws and Justice. These two terms are not "legs" on a common body as has been suggested, by rather are complete opposites.
Justice is everyone getting what they deserve based on their actions. Mercy is excusing people from getting what they deserve based on their actions.
As Ayn Rand once observed, "Mercy for the guilty is treason to the innocent."

Justice, of course. Justice shows mercy to those who suffer.
Absence of Justice, breeds no mercy. Presence of Mercy in itself does not bring Justice necessarily.

Pure justice is often quite harsh. There is an old admonition to temper justice with mercy. If teh facts are such that the punishment is way over the "crime," mercy should be applied to bring the two back in line.

Mercy.
Any fool with a little power can dispense justice... it takes a far greater strength to grant mercy. If someone is able to be merciful, it means they have confidence in their own strength... and don't need to dispense "justice" to confirm it.
