The oxygen tank has a higher ratio of oxygen to other gasses. Our atmosphere is only 21% at sea level. In an oxygen tank it can range from 50% to 100%. People who use oxygen tanks do so because their system has trouble extracting enough Oxygen from the air, so a higher oxygen percentage will be easier to absorb and increase the patient's blood oxygen level.

People who need an oxygen tank generally have trouble breathing, essentially have trouble getting enough oxygen out of the air ("air" also contains hydrogen, helium, etc.) So tanks contain pure oxygen so the people using them can take in enough oxygen with each breath.

Because the air we breath is only 17% oxygen. Some medical conditions require a higher concentration of oxygen and their doctors prescribe more.

That oxygen is 100% pure and the tanks are filled at special processing plants.
Regular oxygen contains nitrogen and other gases.

it's compressed, the air we breath is only 18% oxygen, 78% nitrogen, and 4% carbon dioxide or something about like that...
the oxygen in the tank is 100% oxygen,

our breathing air doesn't contain 100% oxygen, you know that, right? our breathing air is only about 20% oxygen.
