i had a beta and betas are very aggressive and if a tadpole is in the water with it it will die not even 24 hours b/c the beta will attack it b/c it is very territorial. and plus the tadpole cant live in tap water they cant go to the top to get air

Tap water isn't an issue if it's been dechlorinated. The real problems will be.
a)Feeding him as different species of tapoles eat different things. Also wild fish, and tadpoles often have issues eating flakes, and pellets.
b)Keep the water quality healthy for the tadpole. (Bettas are pretty hardy in this respect.) With another creature in the tank/bowl ammonia will build up faster. You'll need more fequent water changes.
c)Temperature. Who knows what the prefered water for this sort a tadpole is? If you aren't careful about making sure the water you are using for a water change isn't the same temp it may kill your tadpole. (Sudden changes in temp aren't good for the betta either.)
Personally I'd avoid putting tadpoles in with your betta. He doesn't want or need the company, and you risk bringing in a disease.

You can use the declorinator that is sold at pet stores. It might be best to have his own tank though. When the tadpole starts to grow legs he will need a place to rest partway out of the water to breath. So you could make him a terrarium where he can crawl onto land when he needs to. Do not put salt in the water...bettas and tadpoles are freshwater creatures not salt water.

Yes, just make sure it's dechlorinated. In fact, any fish/aquatic animals you keep as pets do best in tap water. Bottled and distilled water lack the necessary trace elements that promote healthy growth. You do have them in a filtered, cycled tank, right?
I don't think it's a good idea to have them in the same tank, though, as bettas have been known to eat creatures as large as ghost shrimp. That being said, I'm afraid your tadpole may become lunch. Separate them, if you can.

A tadpole can not survive in tap water. It needs to be in salt water.

i'm afraid not. There are literately hundreds of chemical compounds which will burn the tadpole's lungs and gills up till it suffocates and dies from stress and scarcity of air. you ought to put in dechlorinator, in any different case the tadpoles will die a slow, painful dying. So fairly you're splendid.
