No. Notwithstanding that it's dangerous to the drivers, it puts other, innocent people at risk. It should not be allowed on public streets, only private ones.

Why, of course it should be legalized! After all, it's perfectly reasonable to allow people to drive competitively at high speeds on a road that they share with other drivers, from parents with infants in minivans to senior citizens to their own peers who aren't racing and are getting behind the wheel for the first time. What could go wrong?
Oh, and pedestrians! Yes, they'll greatly enjoy the front-row seat they'll get of each race, unimpeded by safety fencing or elevation changes. Imagine the thrill of being halfway through a crosswalk when suddenly two cars appear at high speed, heading straight for you! Whee!
The best part is, without the safety equipment, support crews (doctors and ambulances on standby at all times and that sort of nonsense), and extensive driver training, you'll be free to race whenever you want without having to bother signing up or making arrangements first. Hey, you don't even need to wear your seat belt if you don't want to!
Fantastic idea. Yep. The way I've always figured it is like this: the reason people have serious accidents under controlled conditions at racing facilities is because...
1. There's too much safety equipment;
2. The drivers have too much skill and training;
3. There aren't any unskilled drivers sharing the track who are not racing;
4. The spectators are much too far away.
Legalizing street racing will make all of those problems go away, and I'm certain that injuries and deaths will drop to zero.
Now, on a serious note: if you think you've got the skills, and the machismo, to race well -- get yourself to a real racetrack and do battle with people who present a real challenge, and with safety equipment to make sure innocent people don't get killed.
The only people who prefer street racing are those who (a) are sociopaths, and might as well be serial killers for all the respect they have for the lives of innocent people, or (b) are young adolescent boys hopped up on hormones who think they're invincible and yet, underneath, realize they don't have the skills to compete with real racers.

Actually it is already legal. You just have to own a car that is faster than a police helicopter and you are exempted from the laws that govern normal drivers.
