Ok, so use the start button and find your way to your applications.
instead of double clicking on them, use right click and select create shortcut or send to / desktop create shortcut.
it will then reappear on your desktop.

what you don't have are just the icons of the programs on the desktop screen. Use IE explorer and search for programs and then create the shortcut icons to desktop.
Right click on Start
Explorer
Local C:\
Program files
Go to the folder of the program of your choice. Let's say I want to create shortcut for my Nero Burning program. Here
is what I have to do:
After the Program files step.
Nero folder
Nero Start Smart
and I find the icon for NeroStartSmart.exe and right click on it. Then choose Send To, then Desktop (create shortcut). And that's it. Now I can close IE Explorer windows and I will see the Nero shortcut on my desktop. I can just double click on it and the program will open.
Do the same for all your frequently used programs. You don't want to create to many shortcuts on desktop.
Good luck!

Do you mean your desktop shortcut icons are missing? If thats the case I'd leave things the way they are. You're supposed to access your programs from the start menu. Desktop icons use up RAM.
If you want to return your shortcuts to the desktop then open the start menu, select a program and right click, then select Create Shortcut. You then drag your new shortcut to the desktop, or right click on it and select Send To then browse to the desktop.

Sounds like either you just reinstall Windows, or all icons on your screen just disappeared. As others answered the first possibility, I will answer the 2nd possibility. If you are using Windows XP, right click on desktop, Arrange Icon By, and then check "Show Desktop Icons". All your icons will come back instantly.
