Generally, you apply the same way you apply for any other job; send a resume to the hiring manager or the HR department. The quirk is, some government agencies require you to take an examination before you can apply.

Do you mean federal, state or city? I'm pretty sure all states and cities have their own Web sites, which most likely list job openings. For example, Ohio has stateofohiojobs.com.
