It's called a TANTRUM!
My daughter used to do that...I would ALWAYS make her walk right back to the same spot and walk very slowly and politly to her room. If she stomped again....same thing till she got it right!

I think they stomp their feet because they have no other way to express how they feel, they can't yell at their parents without getting in more trouble than their are already in, so the one way to show their upset is non-verbal expression. Hey they may be small, but their still human beings, and they respond to what they feel just like we do.

Stomping and yelling is the only way a child can communicate that they are unhappy or angry. Since verbal communication has yet to become developed.

When your niece gets "in trouble" she feels unloved and unaccepted by her parents, the two people she completely depends upon for her very existence. When she is "good" they love her and when she is inconvenient or "bad" they don't. Small wonder she would feel like making a scene. Try compassion.

When I was a child I stamped my foot to annoy my mom not because I was expressing myself. I did it cos I knew she hated it. My child aged 6 now does the same thing and it annoys me to a point that I smack her every time. It happened twice. But now after I googled and read I am reminded of why I did it. I think I am not going to smack her anymore. Every time I did it (over 500 times) I got a spanking and all it did was make me very stubborn. History will not repeat itself.

It's an instinctive thing they learn when they learn to walk. It's a release of their emotions. Even before they can walk, you'll notice when babies are happy or upset, they tend to use their legs more (ie. kicking motion) than they're arms.
As we get older, we learn to use our hands/fists. As adolescence and adults, we punch, slap, grab. Children stomp, it's doesn't hurt them to do so. But it does get others' attention.

Because the child has limited options (no power) to achieve what it wants.At the same time children are smart and they know that if they stamp their feet that they will get your attention since they annoy you. When it happens again join your child in tamping with your feet and see what happens.

I think she just wants attention. Kids hate getting in trouble. She might be mad because she thinks her parents are being totally unreasonable, so she's making noise to show it. She might also think that if she shows her anger, her parents will think they did something wrong and tell her she's not in trouble anymore.
There could be other reasons. I don't know her, so maybe it's just something in her personality.

Because they want to show you that if they don't get their way, they will cause you grief and annoy you, by being as loud as they can, screaming, stomping their feet, and anything that you hate.

Children mimic the behavior they've seen from their parents and other people. If one of the adults in that child's life behaves similiarly when angry or frustrated, then she will do the same.
Children are not born brats. We adults have to teach them that fine art.
