People who are self employed DO have to pay social security taxes.

I believe that the US Postal service employees do not pay into social security. Obviously, they do not draw from it either.

Don't forget that everyone is subject to medicare taxes with no income phase out.

Federal Employees, including Congress, pay into a different pension fund. Railroad workers have a seperate pension fund, as do some state employees.

I know Ohio School Employees don't as well as public employees. They have a separate retirement plan

Anyone who is self-employed or gets a lump-sum contract payment like actors. Any salary above $92,000 is also exempt.
