want to add route to a system on 192.168.20. XXX which leads to a system on the 192.168.3.XXX. subnet

You have to do this on the perimeter device (your router/firewall, whatever device is listed as your gateway in IP config). All of them that I have used will have a section for entering static routes and are pretty self explanatory.

That is OS dependant. That said, if your routers are properly configured, you won't need to do that.
