Type of tank makes no difference. Water will become the same temperature as the surrounding air regardless. An aquarium heater ( very simple device and less than $10.00) can be used to maintain temperatures higher than the air. Maintaining lower temperatures requires the water be circulated through a cooling system. More complex and much more expensive.

If you are just wanting to keep goldfish try to locate the tank in cooler part of your home and keep it away from any direct sunlight.

No tank is going to keep a tank at a lower temp. There are ways to lower the tanks temp though if the water gets too hot. What I like to do it use frozen bottles of water and just let them float, depending on the size of the tank will determine what size bottle and how often you need to use them. If the tank is too small the bottle can cause the water to become too cool too fast and stress the fish. Another way is to have a fan blowing across the top of the water.

I dont exatly know what you mean. If you are aiming at a coldwater tank, there i no plastic or plexiglass big enough. If you are looking into good insulation, expensive and easy to scratch acrylic tanks are great. If looking for a general purpse tank, heavy glass tanks are your best bet. If you are willing to pay, use a chiller

No "type" will facilitate low temps. Try to keep your tank away from sunlight, and well circulated if you need to keep lower temps.
