Actually, New York has been claimed the most mannered city in America. Numerous studies have found that New York is about 90% nice. I would say that Miami is pretty rude.

Newark, NJ.
I have been to 45 of 50 US states, and done some global travelling, too. It's Newark, hands down.
NY has all kinds, and most of them are just content to ignore you and pretend that they don't see you. Making eye-contact in NY is almost considered offensive.
Newark...people seem to go out of their way to bump into you and then swear at you for it. I've seen it, and it's mind-blowing.
Conversely, nicest (major) city in the US: Seattle, WA...with Protland, OR being a close second.

Gotta be Detroit. Where else can you walk through an airport that's 20 miles outside the city proper and find a store that sells local items with a T-shirt rack right out front bearing shirts that say "Welcome to Detroit -- Now Go Home"?
