Yes it's true! But it doesn't help a lot. Clear ammonia from the grocery does much better (since it's the ammonia in the pee that does it) and also helps with bee stings, ant bites etc.

As stated already the BEST treatment is Adolfs meat tenderizer (only for jellyfish stings tho)! Most lifeguards and paramedics carry shakers of it in their medkits!!!

No. The only reason you would need someone to urinate on a wound is if you can't seek medical attention immediately and the wound is open. Urine is sterile and will help to avoid infection.
