Before you go and make changes to msconfig (and you may have windows 2000, which did not come with this), I found a web site that is awesome for assisting with diagnostics and it is free.

you can log on and get your results anonymously or feel free to log in. I've done both with great results. They are tech specialists and can advise you what programs you may need to delete from startup menu, if any and will make overall recommendations for you.

Check you System Tray, apparently you have programs running the background. Then press Ctrl + Alt + Del and go to task manager and check the Programs tab to see if you have programs running that are not needed. If it is still slow click Start > Run > type "msconfig" > Press enter. check the start-up tab and you can un-checked all except System Tray.
