how much volume is enclosed in one weather balloon then calculate the different in weight between that volume of helium and that volume of air, scale this up until your weight is met and factor in a suitable safety allowance, should be enough to provide for control by being able to release weights(sand in bags trickle release) to balance boyancy and elevation of flight, take a pellet gun so that you can shoot your self down if you need to(ONE ballon at a time)
This has been done by somebody a few years ago, he was fined by the US areonatics administration for piloting an unliscensed aircraft, it was a lawn chair that he flew in

first off remember that this is a crime punishable by fines under the FAA (after a guy acyually did this with a lawn chair in the 80'S)
secondly
its not how many ballons but how much helium and what size are the ballons
you will need 24 lbs of helium to lift one pond
dont forget to leave room for expansion as you rise through the thermocline but dress for the cold weather higher up

Don't do it! the last guy that tried it drifted out to sea and had to be rescued by helicopter and he was arrested and fined big time! It's already been done, so you won't get famous, either.
