because pluto is parallel to a dog and goofy is parallel to a human. Dogs don't wear clothes (mostly) and humans do (or so they should).

well, pluto is a complete dog but goofy has a role to play in the cartoon.goofy is the main character but pluto is an additional character.goofy wears clothes to show its importance.
