If you pulled the flowers off, it may still have a few buds left if you didn't get the entire top of the plant. If you want seeds, let it flower. You can still pinch off parts of the plant for use. Most herb plants do a little better if you don't let them flower because they will be devoting their energy to the leaves instead of the flowers and eventual seeds. But dill is a little different--the seeds are good and have about the same flavor as the plant itself, so if you want seeds, which keep better than the herb, then you can grow your own. I wouldn't let, say, mint or oregano flower, but my lemon balm is enormous even though it flowers every year. Herbs are meant to be pruned a lot (that's how you get the herbs to use), so pulling off the flowers doesn't matter unless you were actually wanting the seeds. I just let my dill flower because it was so dinky that I never pinched any off to use. If it seeds, then that's fine--I won't have to plant more next year. Don't fret, little grasshopper. Herbs are very forgiving.

Dill is an annual herb. That means it grows from a seed, becomes a plant, and sets flowers all in the same year. The dill itself might not be as good as when it's not in flower. Leave some flowerheads on so they can set seed. Dill is one plant that will scatter it's seeds when it's ready and you could quite possibly end up with some new plants next year.

When the plant goes to seed, the parent plant's destiny is fulfilled and it is done. If you have a plant that you want lots of flowers on, pinch back the tips, and two will grow such as phlox, beebalm. You are not pinching off a bud or a flower.
Dead heading is done just when a flower fades so that the plant will not waste energy making seed, instead the plant is stimulated to flower again because making a seed is its destiny.

It means that they were stressed and yes you can it them and they will still grow. But they are annuals, so if you want to have some next year, next time they flower let them have seeds then just cut off and store for next year. Good luck
