I don't think she can do either very good. But if I had to chose I would say she's a better actress, her singing voice is just terrible.

Actress because they add stuff to her vocals to make her sound good when shes a singer.

She's a crappy singer, and she's an OK actress, sometimes her portrayals come of as kind of labored, but I like most of her movies.
