I want to buy and sell used and new atvs, scooters and jetski.

For selling new bikes, you have to buy a dealership or franchise from the manufacturer(s) and you'd have to be licensed by the State. For used bikes, it depends on how many you want to sell each year. Where I live, you can sell up to 5 vehicles (bikes and cars together) each year before you need a license. In the next state over, it's 11 cars/bikes a year. Check with your state's Department of Consumer and Regulatory Affairs to be sure.

it depends how many you are planning on selling or opening up a shop or something like that, i think if you have a shop and you are selling over five bikes, you need a dealer liscence, but if you are just doing it out of your garage, you should be alright.

I would think it would depend on the State you're in, maybe even down to the city level. You may wish to check with your city council on this matter.
