Wisdom is subjective, depending on who's dispensing the advice and who's receiving it. I don't suppose that the people we hold as being wise perceive themselves as being wise.
Observation, experience and applied knowledge are precursors to wisdom.
In my eyes, I am not wise. In someone else's, perhaps.

Some of my favorite quotes on the subject:
"No question is so difficult to answer as that to which the answer is obvious."
- George Bernard Shaw
"I do not want the peace that passeth understanding. I want the understanding which bringeth peace."
- Helen Keller
"It is healthy to be reminded that the strongest might weaken and the wisest might err."
- Mohandas K. Gandhi
"Kindness is more important than wisdom, and the recognition of this is the beginning of wisdom"
- Theodore Rubin
"A child of five would understand this. Send someone to fetch a child of five."
- Groucho Marx
1) Do I have wisdom? Perhaps just enough to realize I need to learn and understand more about life and human nature.
2) What makes one wise? Humility, kindness, and patience can help anyone appear more wise. Perhaps that holds the answer within itself.

We don't receive wisdom; we must discover it for ourselves after a journey that no one can take for us or spare us.
—Marcel Proust
Chance has little effect upon the wise man, for his greatest and highest interests are directed by reason throughout the course of life.

its all about the experience, when you have a certain level of experience then you can understand things others cant, but that is so complex that it cant be explained, and if someone tries to telly ou that they can explain it you then that person is full of it, they really don't know what they are talking about. Words cant describe it to you.
